Fairwinds Technologies, LLC Announces AN/TSC-156E Phoenix Task Order Award

[Aberdeen Proving Ground, MD – February 3, 2025] Fairwinds Technologies, LLC has been awarded a base plus multi-year option task order to deliver high-bandwidth, low-latency communications capabilities to Soldiers through the Army’s Phoenix E-Model terminal program.

Under the AN/TSC-156E Phoenix task order, Fairwinds and its strategic partner Lite Coms will manage the end-to-end delivery of these advanced, large ground satellite terminals, including procurement, fabrication, integration, testing, and worldwide deployment to Army units.

PdM SATCOM is assigned to Project Manager Tactical Network, of the Army’s Program Executive Office Command, Control, Communications, and Network (PEO C3N).

From its Aberdeen Proving Ground, Md., headquarters, Fairwinds will implement a comprehensive program management approach, which will include regular customer engagement, technical reviews, and close coordination with the Army’s test and integration facilities, ensuring alignment with PEO C3N’s objectives throughout the terminal delivery process.

Building on the Army’s successful Phoenix terminal program, Fairwinds will deliver the next-generation Phoenix E-Model systems, which will incorporate a simpler, transit case-based design and capabilities to interface with Internet Protocol baseband equipment.

Lite Coms, the current manufacturer of the AN/TSC-156E satellite earth terminal, brings extensive experience with producing, testing, integrating and fielding systems for the Phoenix program since 2018.  Operating from their 15,000-square-foot Phoenix Integration Center in Fairport, N.Y., Lite Coms will manage terminal construction, integration, and testing, ensuring each system meets rigorous quality standards before delivery to Army units.

Fairwinds and its team will provide comprehensive management, engineering, logistics and training support to ensure seamless fielding and operation of the terminals. Through proactive maintenance services and robust systems engineering practices, the team will maintain system performance throughout its lifecycle.

The task order was awarded under Global Tactical Advanced Communications Systems (GTACS II) Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle, managed by PEO C3N and administered by the Army Contracting Command-Aberdeen Proving Ground (ACC-APG). The 10-year, $6 billion IDIQ provides the Army with streamlined acquisition of tactical communications systems.
